Marine Managed Areas

The West Hawai’i Regional Fisheries Management Area

Act 306 of the 1998 Hawai’i State Legislature established the West Hawai’i Regional Fisheries Management Area (WHRFMA).  This area is bounded on the north at Upolu Point and on the south at Ka Lae (South Point) and extends outward from shore to the three-mile limit, which marks the boundaries between state and federal waters.

The significance of this designation is that marine problems and issues that arise in these waters can be addressed without having to saddle other islands or shorelines with regulations that they may not need.  Each area has its own problems and its own answers.  Our rules can be tailored to fit our exact needs and no one else’s.

Within this broad designation are several different types of marine managed areas.  Most of these areas are concerned with nearshore fishing pressures and consequently only extend out to the 100 fathom line (600′ depth), which is considered by most scientists as being the dividing line between the “reef” and the open ocean.

Fish Replenishment Areas (FRAs) are areas where only two activities are prohibited: aquarium collecting (by anyone, even for home use) and no recreational feeding of fish.

Marine Life Conservation Districts (MLCDs), like FMAs, have different rules in each one. In general, MLCDs are the most restrictive. Be sure to know what you can and cannot do there.
