Kailua Bay is considered the center of the Kona Coast. Site of the start and end of the renowned Ironman World Championship and 2.4 mile swim portion of the race, the bay is usually filled with swimmers, canoe paddlers, divers, snorkelers and cruise ships.
This FMA consists of two zones, having some differing restrictions. Zone A is the area in dark blue and is nearest to Kailua Pier. Zone B is the light blue and extends farther out. See also Kona Coast FMA which includes some additional rules for Kailua Bay.
Zone A Permitted:
- To take any legal-sized fish with not more than two lines or two poles/rods with lines and not more than two hooks.
- To take crabs with not more than ten nets, each net being not more than two feet in diameter.
- To take shrimp for bait with a hand net not more than three feet in any dimension.
- Licensed pond owners may take young mullet (pua) or other small fish for stocking their fishpond.
- Fishers with a Commercial Marine License AND a Bait License may take bait.
- To possess any spear or thrownet while transiting Zone A.

Zone B Permitted:
In addition to the permitted activities for Zone A, in Zone B ONLY it is permitted:
- To use nets of mesh size not less than three inches to take fish or to use akule nets to take akule only, provided the nets are not in the water between sunset and sunrise and do not remain in the water except during active unloading of fish from that net.
- To use spears or thrownets.
Prohibited in Zone A:
- To herd, chase or drive fish out of Zone A by swimming, diving or from a boat so that the fish may be caught in nets used in Zone B.
Prohibited in Zones A & B:
- To snag or attempt to snag any fish.
- To take any aquatic life except as permitted above.
- To engage or attempt to engage in fish feeding.
